Hi, welcome to the forum, your symptoms are suggestive of solar lentigo. It is usually seen in exposed areas to sun like hands, neck and back in susceptible individuals. There is proliferation of normal melanocytes (which are responsible for pigmentation in the form of freckles) secondary to solar damage.  

These lesions occur most commonly in whites with fair complexion. This needs to be differentiated from Postinflammatory hyperpigmentation and Melasma (in hormone pill users).  Hydroquinone cream against prescription plus sun protection can lighten existing lesions. I suggest you to consult Dermatologist. Take care and regards.

I have bumps on my ellbows and a few on my arms. I went to a dermtoligst and he said it was allergys (allergies) and put me on a steriods and I still have the problem ,and it does not  look nice at all. Is there any one out there that can help me.  linda
