skin hyper sensitivity

Two weeks ago I suddenly developed a rash/hives.  First around my eyes.  Now I have itching any where on the body, when ever I scratch(lightly) or rub a the skin develops reddness, rash, hives and welts.  These go away after a little while.  But the problem persists.  Even just placing a rubber band on my arm causes red spots to develop.  I haven't changed my diet and I'm not sure what to do.  Any ideas about what is causing this and how to cure it.
