Can a dog be pregnant if she is still bellding?

My boyfriends dog went into heat about three weeks ago. She is currently staying at a family friends and they have an intact male. She is still bleeding, but the size of her teats have increased. I asked a Vet who said that it was unlikely for her to still be bleeding if she was pregnant, but I have also heard that a lot of females continue to bleed until the end of the estrus cycle. Can she be pregnant if she is still bleeding?

We meant to get her fixed but she went into heat before we could have her spayed.

Yes she can, however you can still take her to your veterinarian for her spay now and avoid the potential for puppies.
