Cats Belly drooping full of liquids

This is not my cat but my neighbors and Im very concerned as I know she cannot afford a vet and I think I may have to intervene ,she told me yesterday that her cat had noticable blood in his urine so much so that she could see it in the litter box ,he Ottis is his name was acting very normal and came right to me when I went there this a.m. ,my neighbor suggested I lift ottis but I said no incase he is in pain but I did kneel down and put my hand under his lower belly and right away noticed it was hanging and felt full of liquids, not hard loose and very jiggly so this worries me as it should be firm or tight at his age ,it felt like a female cat full of milk but less firm then that Ottis is not over weight but the owner only feeds him dry food not any certian brand whatever is on sale at the time ...not neutered either

Feline Lower Urinary Tract Disease is common in cats and blood in the urine is often present.
Aside from a urinary tract issue, bladder and kidney stones are also possible.

The fact that the cats abdomen feels fluid filled and is enlarged worries me as a disease called FIP or Feline Infectious Peritonitis may possibly be the underlying problem.

A visit to the vet would be very helpful.
