Dogs eyes rolling back in head, etc...

Our dog has had a cloudy eye since March. We had taken him to the Vet who gave us some meds and said everything looked good.  Well he has gotten worse esp this weekend beginning of week. Our vet told us to go to a specialist because he has some inflammation in his eyes.  His eyes both are cloudy and  rolling up in his head. He is having trouble eating and his energy level is way down.  Up until this weekend he was very energetic for his age. He seems to be in a lot of pain (the vet confirmed this and gave us meds for his eye and pain med). I was looking back at the test results and the CIALP shows it is 70 and states it is high (it also shows the normal range is 0-35).  What does this mean?  We are very worried about our dog.  They said at the vet that he could be getting glaucoma and going blind and that there could be an underlying cause but they don't know what it is.  

We need help and need to know also what that test is for and what it means.  Thank you so much.

there are a lot and they show normal range pretty much exept this one:

CIALP: 70 (the test states that normal reference range is 0-35) and it says that his is High (it is 70)

Corticosteroid-induced alkaline phosphatase (CIALP) is a liver enzyme. This is commonly increased in dogs on steroids, or dogs with chronic stress or illness. Please take your dog to a veterinary ophthalmolgist this week (www.acvo.org) for appropriate diagnosis and treatment of his vision-threatening eye disease.

Not sure what could have happened to make this happen. It seems as though the membrane that covers her eyeball (third eyelid??) is red and not opening properly.
