Golden Retriever with torn ACL

My 13 yo golden retriever, Sami, stumbled, then was limping terribly.  Exam and Xray showed torn ACL, and pretty severe hip displasia.  She's in good shape, about 60#.  My question is whether we can do a acupuncture AND NSAIDs.  I know a holistic vet that focus's on homeopathy, but don't want to rule out the NSAIDs.  I don't even know yet if she is a candidate for surgery, but the more I read, the more I think the recuperation would be too rough.  Any advice you have would be greatly appreciated.

If it is only a partial tear of her anterior cruciate ligament than Acupuncture, Prolotherapy*, Chinese Herbal Medicine, Stem Cell therapy,  and NSAIDs should be helpful.  And these options may be best due to her age.

If it is a complete tear of the ACL, and she was a younger dog, than it surgery would have been the best option.  An MRI might be necessary to diagnose a complete tear, but an MRI requires anesthesia.  Prolotherapy and Stem Cell Therapy can sometimes be used for complete tears and can occasionally help to actually heal the tear.

*Prolotherapy is the injection of nutrients and homeopathic substances into joints.
NSAIDS can be used temporarily until the other therapies kick in.
