My son brought home a stray which was hitten by a car, I am not able to afford a vet.  I believe that the dog's shoulder is dislocated and would like to know if there are any excercises or anything else I can do to help this problem.

It was very kind of your son to try to give a home to a stray, but don't you think that it would be kinder to bring the dog to a no-kill shelter where he can receive the continued veterinary care that he needs?   Some shelters do offer lower cost veterinary services.  Please call some local shelters to see which offers these services.

You could also apply for Care Credit, which is a low interest credit card that can only be used for medical, dental, or veterinary bills.  You can apply online and at some veterinary offices.

Attempting to exercise a dog with a shoulder problem may cause more harm.  Please try and have him assessed before attempting on treating him yourself.
