Is this serious?

Just to note before I get started, the last date my pet was examined by a vet is approximate because I am not sure.

     My dog developed a rash on her stomach area, on and arround the scar of her neutering. After a while it spread to her paws and ears. There are scabs and red patches but no hair loss. It has been about two weeks since she got it with no medication, and her stomach is clearing up but one of her ears are getting worse. She scratches alot and licks the rash.
     We can not afford to take her to the vet at the moment but she is going in a month or two. Do you have any information we could use to help her until she can get checked by a vet?

It could be many things such as Scabies, Atopy (skin allergy), food allergy dermatitis, flea allergy dermatitis, bacterial or yeast skin infection and more.

Since money is an issue you can try bathing your dog with Malaseb shampoo (available online) twice per week.  Malaseb is effective for bacterial and yeast skin infections that are secondary to allergies.  It may help slightly with the Scabies and Flea allergy temporarily by mechanically removing the mites or fleas.  The shampoo may provide enough relief for your dog until you can take her to the vet.
