Laceration on Leg

Hello,
My sister was giving Joy, our dog, a haircut with a pair of scissors when she accidentally cut about an inch of skin on his right hind leg. Joy had been banned from the grooming center for being too aggressive, so my sister had been trying to remove a big clump of matted hair on this leg with scissors when this happened. There is a flap of skin (about 1 inch) and tissue hanging and it looks pretty bad. We bound the wound with gauze for a day and put medication on the cut, but when we checked on it today there seemed to be no healing and our Joy licks the wound which doesn't seem to help. There is no bleeding or discharge and he doesn't limp on it, but I'm worried that an infection could occur. We are somewhat hesitant to go see the vet because Joy (our dog's name) hates going to the vet to the point where he starts breathing heavily and becomes very nervous and stressed as well as aggressive. Is this something that I would need to go see the veterinarian or could we treat him at home and how?

I viewed the photo.  

The wound requires sutures.  Please bring her to the vet ASAP for suturing because if you wait too long, the wound will require surgical debridement.  

She also requires antibiotics, since the cut was not very clean.
