Since both hamster's are having problems I would take them to a vet. Also, since more than one or your hamsters are affected with something that involves their musculoskeletal system we may have an infectious process occurring, or it could be related to trauma from fighting or the problems could be unrelated, but coincidental. Many vets will charge less for pocket pets. I hope you have a vet who will do the same for you!
I was wondering how things are going. My daughters hamster is having the same problem. We took her to the vet and had her xrayed. There are no broken bones, but she doesn't seem to be getting better. She can only drink water when I hold the bottle to her mouth and she isn't eating.
I watched the younger hamster for awhile and realized she must've had a stroke overnight. So I moved the food and water closer for her. She seems better now, both cheeks are stuffed with food and I've been making sure she gets something to drink.

I would take both hamsters to the vet. I'm sure there is a limit on what you want to spend on a hamster, so have a clear discussion with the vet about what the realities of the situation are, before testing/treatment begins.
