Ocular Flutter

This morning my 12 yr old border collie mix exhibited a strange ocular flutter this morning. He was awake...not sleeping or dreaming.  He looked stressed, even scared.  His eyes went very wide; I could see the whites of his eyes across the top.  This is not normal. Both his eyeballs were dancing and fluttering involuntarily.  This went on for about 30 seconds to a minute.  Then it stopped and he's been fine ever since.  What was this?  Could it be a symptom of a stroke?

Geriatric vestibular syndrome is a possibility which is self limiting in older dogs and similar to vertigo in people.
A petit mal seizure is possible also so an exam is important.
