I really hate animal abuse!
But, I am not a lawyer so I cannot advise you as to legal procedures. However, I would consult with your local humane society, your veterinarian, and the police. If the person who injured your cat admits to having commited the injuries than obviously your case would be much easier.
If however, the abuser will not admit to injuring your cat, than you will need reliable witnesses, and documentation from your veterinarian.
I agree that the person who injured your cat should be liable and responsible for all your veterinary costs, and depending on your state policy could be fined or jailed (or both) for animal abuse, if it can be proven.
I am concerned about your cat not eating. A cat who does not eat, no matter what the cause can develop hepatic lipidosis (fatty liver disease), which can be deadly. Your cat may not want to eat due to the bloody nose, since this would impede your cats sense of smell, and cats really need to smell their food to have an appetite. If your cat has very serious internal injuries, or continues not to eat he or she should be hospitalized and IV fluids, nutrients, and appetite stimulants should be given.
Other diagnostics, or treatments, such as surgical repair of internal damage should be performed if your cat is strong enough to withstand anesthesia.
