My pet poodle has a high blood count of 70, and I got told that is way to high and also has pcv.  She has had x-rays and nothing has turned up and the vets are now suggesting that I have a scan done to test her organs.

She has always drank a lot of water, and they are worried that her sample was to pale, could this be a sign of drinkin to much, and has this got anything to do with the condition she could have. She is 10 years old and is a toy poodle.

Polydipsia (excessive drinking) can dilute urine and give inaccurate urinalysis results.

If your dog was dehydrated for any reason it could cause artificially elevated PCV and RBC's and it can also trigger increased drinking.  

Your dog could possibly have absolute polycythemia (elevated PCV and RBC's) which can occur from many causes such as: kidney disease, pulmonic stenosis, myeloproliferative disease, heart disease, etc.

You do not mention any other blood work abnormalities, and if there are none, than further diagnostics are necessary to discover the possible cause, of the elevated RBC's and PCV's.  An ultrasound and/or echocardiogram as well as other diagnostics are probably warranted.
