I am so sorry about your puppy!  It sounds as if the puppy has a congenital heart problem.  Furosemide is a "water" pill or diuretic that can help to drain the excess fluid.  Fluid can also be drained out with a needle.  This invasive procedure is called a thoracocentesis, but usually requires some anesthetic since it can be painful, and a surgical prep.  But, if necessary, it will have to be performed.

If you haven't already taken the puppy to a veterinary cardiologist please try to bring him to one for the best prognosis.
