why does dog get hickups

just as with people, hiccups are cause by an unusual hyper sensitivity of the phrenic nerve, this causes an uncoordinated contraction of the diaphram.

No one knows the cause and there are thousands of "cures" - some work and some don't.  For dogs, my experience has been it's hard to tell them to hold their breath, so they typically go away on their own.
