Immobile child with Muscle Tensing

I have come accross a 3 year old child that is immobile, with tense muscles, can't see, can't move but can chew and swallow, looks more like a 3 month old baby. The parents have taken the child to a local hospital who said that since the child has had problems since birth it is a brain problem and no help is required.
