Need help for mother hypochondriac?

I am writing about my mother who for 20 years has been consumed with illness.  She has complained of every ache, pain and disease out there.  She has had thousands of test ranging from GI disorders, to neurological diseases, anxiety, fibromalgia.  Now it is COPD.  She goes to several doctors who take months of their time and work with her.  There has never been a serious diagnosis anywhere.  This includes tests from week long hospital stays.  SHe is extremely dramatic and seems to know how to "work it" to make things seems like she is really suffering.  Also, if one doctor doesnt give her the response she wants she seeks out another doctor until she is treated with what she thinks she has.  Again, luckily she is "really" quite healthy.  Her new dr. has her on oxygen at night because the overnight oxygen level test was 88.  She had several tests run over the past 2 years and now the dr. finally said she has copd.  I do not believe this diagnosis as she feels fine when it is convienant for her.  She is always very depressed and on medication for that.  My question is she lives in 2 states (across country from eachother) and I want to contact her Primary in her primary residence and explain what is going on (which I am sure he is aware of) and have him contact her new pulmonary dr. in her other residence.  I can not have my mother know I did this because it would cause a war.  Should I send a letter or make a phone call?  I am aware of the HIPA privacy and the physicians can not speak to me so that is why I was thinking of a letter.  Do they have to tell my mother a letter was sent?  I am hoping not.  I am desperate for some advice because my mother is going to cause serious real health problems from over medicating herself when it is not necessary.
