25 year old still at home

My 25 year old son is still living at home. He has 4 years of undergrad  and 2 years of grad school, yet he doesn't work very hard at finding a job. He doesn't drive and is making all kinds of excuses not to. He won't touch money and says he doesn't want help changing that. Actually he doesn't want help in trying to deal with anything. He says about his negative behavior, that he won't change. His Dad and I have helped him so much but we are at the end of our rope. Can he sign up for SSI?
