Help for my daughter

I have a daughter that just graduated Highschool. She doesn't really seem to be growing up, and seldomly thinks things through before doing things. The only time that she really seems to think is when she's trying to get out of doing things she doesn't want to do. She seems to be consumed with thinking only of herself.
We've got a lot of problems with her doing what she's told. I'm very concerned that she won't ever be able to work for someone , drive, or do anything that takes a higher level of thought. Are these things normal, and if so, what can we do to help the situation. It gets very stressful dealing with the same issues day in and day out.
