MEDICAL PROFESSIONAL
It is unlikely that having sex had anything to do with your breaking out in hives, including the unlikelihood of an allergy to semen.  What you describe may or may not be hives;  it might be a contact dermatitis in response to something else coming in contact with your legs.

If these lesions have not yet resolved you would be well advised to have them examined by a medical professional.

Good luck

Did the condom touch your legs? You could have a latex allergy? To relieve the itching try some calamine or a steroid cream.
But maybe to confirm the allergy, open a new condom and rub it on your hand and see if the same thing happens.
If no reaction, then you're probably just getting hives because of the stimulation. A lot of people get them after exercise.
