Please Help I Am Desparate

I am looking for an ENT (Ear Nose Throat) doctor who will do a FULL TURBINECTOMY.  I have been suffering from allergies/rhinitis for years now and I can't take it anymore.
I have a solid job with good insurance.  I am constantly congested and it is becoming a problem with my work.  I have had 3 surgeries on my nose:  2 partial turbinectomy, 1 deviated septum surgery.  I spend every 15 minutes of the day in the bathroom trying to blow my nose and nothing ever comes out.
Every ENT I go to says they will not perform a full turbinectomy.
I've tried allergy shots for years and they did not work.
I just need a doctor to do a full turbinectomy.
Does anyone have the name of one?  I live in Illinois, but am willing to travel.
Thanks,

What troubles me about your condition - I know I have quite bad allergic rhinitis and terrible allergies - is that you seem to be after a last-resort solution when there could be alternatives...
For one thing I know this sounds silly but what about 'natural' nasal sprays such as microbiological seawater or just plain nasal saline without additional preservatives? Also going to the seaside for a while and sniffing sea water should be interesting.
For another thing you need to test how your allergies react outside of your city - maybe go to a place with a drier climate or conversely a place that is more humid.
I've recently come across MOULD as a major allergy cause that is profound because some kinds of mould can be very dangerous to humans and don't have a smell. Mould can also lie dormant in your house and spring up again under certain conditions. So in other words you could work on your environment a bit - the typical allergy tests are for dust, pollens, cats, dogs - but never MOULDS!

You should also consider diet - while I don't think it would be likely that altering your diet would cure you - I'd like to think there was hope that eliminating certain foods could help you.

It is also important to stay hydrated - for things like your mucous production. So make sure you get enough fluids on a daily basis (and I would highly highly recommend that you only consider plain WATER to be fluids and not coffee, tea, etc - I've read that these can dehydrate you a bit).

Some other ideas include not overagrivating your nose by blowing it TOO often, and to try get "hypoallergenic tissues". Similarly using too many products on your nose can be a problem too. Also experiment in the difference between bathing and showering. You might also consider your reaction to toothpaste - and opt for a more "natural" toothpaste and mouthwash. And quite obviously you should check your reaction to perfumes and fragrances, possibly your makeup.

Good luck

I have had horrible sinus problems, allergies and asthma my whole life.  I'm 38 years old and six years ago I had sinus surgery using the new laser procedure.  It really helped.  I had cysts and nasal polyps, a deviated septum and now it's all gone - even the headaches and swollen eye lids.  The only thing that I continue to experience is chronic stuffiness. Last fall I went back to the ENT and even he was frustrated since a new CAT scan showed everything was still open and clear.  So after being on allergy shots for 28 years I went and asked the allergist to please do another allergy test. I live in a new home without any pets so this was really baffling to me.  What I found out is that I am allergic to wheat.  Over the years I had been tested for allergies three times but never for food.  As soon as I cut the wheat out, within three days, the stuffiness disappeared. I had been using decongestants, and nasal sprayers and nothing worked.  Here it was food all along.  So it's possible you could be allergic to something you're eating.
