is dried seaweed, as used in sushi, safe for people with shellfish allergies?

It is probably safe as the shellfish allergen is a muscle protein and anything resembling it is unlikely to be found in seaweed.  Nevertheless, the prudent approach would be to avoid all shellfish and ingest seaweed, initially in small amounts and later increase the amount.  You should also discuss this with a board certified allergist, who has a special interest in food allergy, since there may be cross reactivity to other seafood, given your shellfish allergy.
