Is this something I should seek help for?

I have a 4 year old boy who is normal except is a little delayed in his speech and toilet training.  What I am concerned about is that he does this odd thing with his hand and I dont know what to make of it.  He likes to hold out his hand at arm's length, with his palm facing him and look at it.  Sometimes he says its a stop sign as he spells out the word stop and other times he says its a train and he moves his hand like a train is going by.  He does this a lot, even when we are at a playground around other kids.  He is very social and loves to play with other children though.  He is an only child and his father and I are first time parents so we sometimes dont understand child behaviors.  I dont know if this hand thing is normal and he is just using his imagination or if its something that could be more serious.  I guess because he does it a lot I am concerned.  Its almost like he is measuring things with his hand.  Please give me some advice if you know what this could be.  Thank you!
