My 3 year old behaviour

My little girl is 3 and a half now but i am concerned about her behaviour. She is very intelligent, she has been able to count, recognise the hardest shapes and she can read anything and her writing is coming on well. She spoke early on but then stopped til she was about 1. She has always been very particular, she likes things to be lined up in a straight line. If a corner of the rug is turned over then she will stop what she is doing and place it back right and get very frustrated if it does not go back right. She regularly ignores us or is concentrating so much on something that she doesnt hear us or want to respond. She can not make eye contact, if she does its only for a second. even if i tell her to do it she still cant do it. Like i said she is very bright, she has been potty trained but quite often she will wee and poo herself at home or out. I dont know weather she is not stimulated enough or if there anything else that should be done with a child like this.
