Problem with a three year old baby girl

Is it normal for growing up children to behave wild and not listen to a word the parents are saying. What can one do to make communication easier with a three year old child and growing up?

With my 3 year old we had to start with some sign language. She is very visual and it works wonders! Also try a speech therapist to help with communication.
