my twin boys

I have a set of twin boys that are 4 years old and they both know what their numbers look like and one of twins likes to pee in the plug in and keeps tellin me that he wants his room to catch on fire i have told him no he dont but he does it anyway and he is all hyper, he rocks back and forth sometimes,and he pees on his and his older sister that is 5 years old. what can i do about it? is he autism or something else i mean he is terrible he dont listen and he dont focus on anything he hits and bites other kids and he is really smart he alredy knows addition.

I would have him evaluated by a developmental specialist.  It sounds like it could be ADHD, Oppositional Defiant Disorder (ODD), and/or an Autism Spectrum Disorder (ASD).  I deal with all three of these in my family.
