Is this true

Hello, my name is Roger and I have a bulging disc at Lumbar five which causes me a considerable amount of pain and discomfort. I have spent the past five years trying to have it repaired and have gotten nowhere. My question has four parts, first is it true that unless the bulge is worst than a class three that it will not be operated on. Second, if I have spent four years hurting ever sense I hurt my back should I believe a specialist now telling me that it is not the disk that is causing my pain. Third, do people, " with age " just develope bulging disk out of nowhere. And fourth, is it possible there are doctors out there who are excepting medicare as a form of pay for their services but really do not care weather or not they help the patient get well and healthy.
