I have practically these exact same symptoms.  The sensation when something touches me there drives me up the wall.  My doctors have suggested it is due to my herniated cervical disks.  They say the nerves that originate in the neck where my disks are are being "squished" (for lack of a better word) by inflamed disks and tissue in my left shoulder, hence causing the numbness and pain in the scapular region (and many other places).  So that is what is causing my numb spot under my left shoulder blade.  Definately see a doctor about it.  If it is a nerve impingment, it can get pretty serious if you don't treat the inflammation.  Best of luck.
