Neck and Shoulder Pain still after surgery

I had a C4-C7 spinal fusion with a titanium plate inserted in my neck back in August do to the fact that I was having severe pain in my lower neck between the shoulder blades that traveled to my right shoulder.  I had 4 herniated discs fused and hoped it would fix the pain.  It didn't.  I have had a constant headache for months now that turn into migranes (migraines) by the end of every day and still have the original pain on the bone just at the base of the neck between the shoulders.  I have been to a nerve specialist, no pinched nerve in the neck, only the elbows and carpal tunnel.   Pain Management says they can't help me, I was on Lyrica, Amrix, Oxycodone and valium, nothing is helping me.  They did a CAT scan on me and it shows bone spurs in my neck with narrowing of the upper part of my spine, just below the fusion site.  Can anyone please tell me what to do now?  I am going back to the surgeon this month, but not sure if he is gonna do anything about it.
