Phrenic Nerve Damage

Can disc ruptures or stenosis at C3, C4, C5 cause damage to the phrenic nerve? I now have an elevated right hemidiaphragm after having a Rotator Cuff Repair to my right shoulder. My surgeon and anesthhesiologist are saying that it was a pre-existing condition. According to them my SpO2 percentage was low going into the surgery. My chart shows three failed attempts to acquire an interscalene block and a final successful block.(a total of four perforations). It is difficult to believe that the phrenic nerve was not damaged by the multiple attempts. For the sake of improving my condition, what else could it be? They want me to have a neck and chest CT with contrast, but I am not interested in a contrast injection.
