Post-OP Surgical Screws Drilling into Skull, Need Advice

My dad broke his neck last year. One of the vertebrae (C1, I think) refused to fuse back together, so they operated, playing several screws to hold it in place. Now the tip of one of these screws has been drilling into his skull and by the CT scan it seems his skull has already been punctured.

He is experiencing dizziness and feels some pressure but no pain. Were it not for the CT scans we would not know this is happening.

His neurosurgeon is clueless as to what to do, so I'm here asking to be pointed in the right direction.
Where can I find the right doctors?
