With your prior history of cervical fusion, it is possible that the lower disc levels have had more degenerative changes which are causing your current symptoms. After a fusion the adjacent discs do take on the stress of the fused levels and the risk is greater for future problems and the need for possible additional surgery. That would be dependent on the nature and extent of the degeneration. The twitching is probably a direct result of nerve involvement which is triggering this response.
You would benefit from discussing this in more detail with your prior surgeon and determine what are the best treatment options available. Since your symptoms have been present for over a year, it is not likely that they will resolve without some medical intervention.
