Update on spinal fusion question

I had a double level fusion L4-L5, and L5-S1 Done with PLIF and XLIF with plate instrumentation. The lower fusion, L5-S1 was fixated with a 25mm bolt going through the center of L5 and S1. The fusion failed to take hold. I saw the xray yesterday, and there is an obvious gap between the two vertebrae. There is also a gap surrounding the 25mm bolt. My surgeon said he would to a total repair, with a lot more instrumentation for free, if I can find a hospital that will do it for free. I am a disabled Veteran, still fighting for my VA rights and fighting for my disability over two plus years. The bolt is moving around, effecting nerves, causing spasms where my leg will give out, and be doubled over most of the day. There is a risk that the bolt can cause a fracture in those vertebrae, and worse, possible paralysis. I am on Methadone and Zanaflex as well as Lyrica for pain. I just need to find a hospital hopefully here in California, and I am open to suggestions, or anybody that has connections that can help that would be so appreciated..
