muscle stiffness and numbess in the back of my skull and in the neck area

I am a 59 yr old male that has degeneratives disc disease and stenosis in the C-4 C-5 area and in the C-7 T-1 area also..I had a fusion of the C-5 C-6 area in 1995 and returned to work as a truck driver..in 2008 I had to quit because of the pain and stiffness in the shoulders..I have had a MRI last year and the results were discs C-4 and C-7 were wearing down with minimal nerve pinching in those area plus stenosis in those same areas..what is bothering me now is that since I developed a sinus problem in May with episodes of dizziness and low grade fever my neck at times gets very stiff and the back of my head feels numb along with the dizziness...what I was wondering was if it could be my neck that is causing the sinus problems along with the dizziness and numbness in the neck and head..or whether it is actually my sinus' causing the problems..I have had my blood checked and there was no bacterial infections so after 4 rounds of antibiotics the VA finally ruled that out but never sent me to see any specialists ...just left me in limbo as usual...today I awoke with my neck really stiff and the back of my head was real numb and my sinus" were running full blast and I have a fever of a 100 degrees..when I look up my neck locks for several seconds before it starts to lower again and everything smells like burnt rubber and it is driving me up a wall...any suggestions out there..please help..
