occlusion

I have been experiencing moderate to severe dizzy spells and blurred vision for the past 18 months after a rear end collision. It's been determined that my left vertebral atery is 100% occluded along with 3 bulging disks in my cervical vertibrae.I've been told that there's no surgical remedy for this condition. Are my syptoms (symptoms) consistant with this condition, and how serious is the condition itself?
