occlusion

I have been experiencing moderate to severe dizzy spells and blurred vision for the past 18 months after a rear end collision.It's been determined that my left vertebral atery is 100% occluded along with 3 bulging disks in my cervical vertibrae.I've been told that there's no surgical remedy for this condition.Are my syptoms (symptoms) consistant with this condition,and how serious is the condition itself?
