pain in neck region and shoulders

I am suffering from pain in neck and shoulder region.. which aggravates on lying down or sleeping.
Got cervical tractions done several times...which worked initially...but it is not working now. My pain increases after cervical traction too. Analgesics such as Ibubrufen, pcm, piroxicam, chlorzoxazone and even opiods doesnt work at all. I am on tramadol now....it works up to some extent. Please help me. Orthopaedician says there is compression in c2 c3 level or so.

Have you tried epidural/nerve blocks? They have been very helpful with my c6/7 disc herniation(causing nerve root compression).
