protruding disc

I have a protruding disc between C7 and T1.  I have severe pain in my right arm, down to my fingers. numb sometimes, loss of ROM, and muscle weakness.  I cannot sleep or exercise like I used to. Dr says surgery to replace disc and vertebrae.  Why does the vertebrae need replaced if it is not deffective? and are there other options for this?  I feel if the inflammation would go down, the pain would disappear.  I am scheduled for military training soon and need advice ASAP.  I have tried Ibuprophen (800), tremadol (50), oxycoton, goody powders, cervical traction, chiropractor, message therapy, accupunture, and ice. All have worked for a period of time, now nothing seems to help.  I am open to any ideas.  I just dont want surgery!  Please Advise?
