scar on the back of the neck

I've been overweight most of my life, I've recently lost 128 lbs. I understand that scars will be there. My problem is the scar on the back of the neck. It started out like a rope burn when I was a teenager. Actually it showed up when puberty hit. (I was a double D by the age of 11) The skin/scar has gotten worse. During the summer, it will become raw to the touch. I've tried moisturizers/Lancane, warm/cold compress,vitamin e oil and even the spray on bandage( that really works well for a little while). Is there anything that I can do. It gets so bad that I can hardly turn my head and it is definitely raw to the touch.
