Dry, chapped lips

I have a lip problem.
For many years I have had dry lips. I have had it ever since I came to the USA when I was 9 years old. When my lips feel dry usually i can feel a sharp dried skin poking out, irritating my upper lips, so I use my teeth to bite it off. My lips get to a point where it sometimes turn black. I think it is because I keep biting my lipskin.
I really need some help from you.

I have problems with dry, chapped lips. I think its because I lick my lips out of habit. I started using Neostrata lip ointment about 2 months ago and I love it. Its the only thing that has worked and doesn't smell like medicine.

but the problem about that is you keep having to use it. once you stop your lips get worse..

True. How is your water intake? I know that when my water intake is down I can really tell with my skin, hair and especially my lips.

i know this will sound weird but use vasoline on your lips. drinking more water could also help.
