When a pupil is fully blown with a Sphincter muscle tear it won't move/constrict, right?

I have a FULLY blown permanent blown pupil, Mydriasis.   After three years and scores of test to try and make it smaller again, nothing helps!  In fact,  it won't even quiver/move?!  The eye doctor is unfamiliar with my rare type of traumatic mydriasis AND WONDERS WHY It IS PARALIZED?  Help!
