Hi!
If the pack contains 40 mg in 0.4ml then 1.5 mg will be available in 0.015ml. If the doctor has ordered 1.5 mg total dose then 0.015ml needs to be administered. However, if you have some doubt then please consult the doctor. You can use subcutaneous insulin syringes to measure out this amount. Take care!
