High prothrombin time and INR results

I just got lab results back for prothrombin time and INR and do have some concerns. My prothrombin time reading is 15.3 (normal 11.1-14.5) and INR is 1.3 (normal 0.8-1.1). This is the third time I have had this test done and it comes out similar each time except with my very first reading my prothrombin was high and INR was low. What does a reading of high in both prothrombin time and INR indicate? I've asked the dr for additional testing but he thinks these readings are not a cause for concern. I am due to have dental work in two days and am nervous about going thru with it, as last time I had dental work they had trouble getting the bleeding to stop..I told dr about this concern and basically said its ok to go thru with dental procedures (i need a lotttt of work done) and if anything went wrong they'd take me to the emergency room. I have not been back to the dentist since my last bout with that, almost 2 years ago and did not know back then about this issue or if the issue even existed as I had this test done for other health issues only recently. I also want to mention that my blood protein is always high as well, its always at least 8.8 or higher, highest was 9.6. I also almost always have low WBC, low neutrophils, high lymphocytes, low MCH, low MCHC, and low absolute neutrophils. I am not sure if high protein (or any of my other lab readings) is related to prothrombin time or INR readings. Can anyone tell me? Any other additional tests I should ask for? I am very concerned as i understand my readings indicate an issue with blood being slow to clot and am nervous with dentist appt nearing.Thank you in advance!

Hi!
If the INR is low or near 1.00, this means the blood is pretty thick and likely to cause clot formation (so a good sign). Since PT is higher than normal, you could be having either some liver problem or mild clotting factor deficiency. Partial prothrombin time should also be done. Before the dental procedure bleeding time and clotting time should be done as you have a previous history of uncontrolled bleeding. Please discuss with your doctor. Take care!

The advice may not be completely correct for you as the doctor cannot examine you and does not know your complete medical history.
