Something wrong with IV given to boyfriend at hospital

My country isn't known for the best healthcare. My boyfriend went into hospital a few days ago with high fever and I suspected his tattoo as a cause. They made tests and confirmed it's blood infection but they still don't know the cause. Anyway they gave him antibiotics in an IV but he woke up this morning with black bits in the tube going all the way up to that little drip cup under the bag (don't know what it's called) where they are gathered down at the bottom of the liquid in it. The bag was empty and the valve closed.(see photo). So no one would tell him what that was, every person gives him a different answer and i know this isn't normal, and I know that if this was blood it should be red not black, not coagulated like gold flakes, and not going allll the way up to tube to that little cup. Please... any ideas?
