red spots on skin for more than one month

I noticed a lot of red spots on my right arm for more than one month, they are only on right arm. I checked CBC three times since Jan, all were normal. and also checked PT and aPTT,PT is normal, while aPTT were 41s, 37s and 41s (reference is less than 35.6s). These two weeks, left nose always bleed, but just a little, which means i can see the blood if I touch the inside of nose. Blood did not flow out and it clot very soon. Is it because too dry? What causes the red spots? No other symptoms.
