Pilocytic Astrocytoma/Glioma txtmnt

If someone has had chemotherapy treatments for the above mentioned (brain) tumor, does it mean he/she has cancer? I thought chemo is to treat "cancer" cells only, however I've read an article that it, apparently, can also be used to treat non-cancerous cells. Pls clarify. Your help is much appreciated. Thank you!

I looked up those tumors and while they are benign, if they are in a location where they cannot be safely operated on, then the doctors can use chemo or radiation.
