In general, cerebellar tonsils extending below the foramen magnum could mean a Chiari Malformation.  Patients can often report headaches, swallowing difficulties, and sensory disturbances of the arms and legs.  Also, some patients have the Chiari Malformation and can be asymptomatic.  Having headaches and dizziness could be related but you'll need a further workup.  I would suggest seeing a neurologist or a neurosurgeon for further workup.
