My sister was recently diagnosed with suspious magliance in both breast after having a mamogram (mammogram), does this mean its breast cancer?

No, it does not mean your sister has breast cancer. It's just a suspicion, and that statement alone is worrisome, but not a confirmation of breast cancer.
To confirm the suspicion , she needs to have a biopsy. Also, it is rare for cancer to present itself in both breasts at the same time.
