what is the lowest for a tumor marker and is 70 considered high?

You may have been tested for this marker. Bluebutterfly222 sent me the following; it's only an paragraph taken from a long article and you may want to look up more about this tumor marker, although you will most likely find little that is helpful.

For this marker generally it goes that all that is under 40 , 30-40, is normal. (considering this is what you were tested for)

But tumor marker levels are useless when compared to anyone else's numbers and only useful in comparison to your own numbers, and after a series of them have been taken to compare to your own results.  meaning, if we are both tested and I show a Nr. 129 and you a 70, that does not mean in any way that my cancer is worse than yours, or even that you have cancer as tumor markers can also be high for other reasons. And, they have to be repeated.

I don't know if you have been tested before but your test should be repeated. (with about a 3-4 weeks apart)

Cancer antigen 27-29 (ca 27-29)
CA 27-29, also called breast carcinoma-associated antigen, is used as a marker for breast cancer. Eighty percent of women with breast cancer have an increased CA 27-29 level. This marker may be used with other procedures and tumor marker levels such as CA 15-3 to check for recurrences of cancer in previously treated women. Serial measurements monitor treatment response and identify recurrence.
Levels of CA 27-29 may also be increased in cancers of the colon, stomach, kidney, lung, ovary, pancreas, uterus, and liver. Noncancerous conditions associated with elevated CA 27-29 include first trimester pregnancy, endometriosis, ovarian cysts, non-cancerous breast disease, kidney disease, and liver disease.

70 is high. Tracking ca 27-29 is a newer method of tracking treatment/progression. For the 1st 6 weeks on chemo, don't pay attention to it. The body's way of getting rid of dead bad cells from chemo is through the blood stream and kidneys which can make it go up. If it goes down after/or while still on treament this indicates treatment is working.
My medical onc is tracking mine to get the first sign of progession. The tumor marker can go up about 2 to 9 months before symptoms.
This is a controversal issue.
