11 year old daughter

My 11 year old daughter has a painful hard lump under her left nipple. The area around the nipple is swollen. She has not gone through puberty yet and has not developed. The right breast is normal and not swollen but is a bit painful to touch on the nipple. It is soft to the touch. She just informed me that it has been going on for 3-4 weeks. Is this the beginning of her breast development or shoud I be concerned and take her to the doctor?

From what you describe this could be the beginning of her secondary breast development. It is also called thelarche.
It is usually associated with a firm tender lump directly under the nipple, and can be unilateral to begin with.
It signifies the onset of puberty in girls.
You need not be worried about it.
