Benign Atypical Cells, Need Open Biopsy?

I had a stereotactic breast biopsy this week with benign results.  The  radiologist however suggested that I see a surgeon for an open surgical biopsy since there were atypical cells.  The assured me there was no cancer and would be no radiation or chemo.  Why do I need more surgery/another biopsy then?  Can I relax yet, or do I have potentially bad news still coming??  My appointment isn't for a month.  I am in my late forties and this was my first mammo, no family history.
